IPPC

The website “IPPC – Integrated Pollution Prevention and Control” is intended for IPPC installation operators and the general public.
It allows installation operators to:

  • access information in relation to the environmental protection permit (reference documents, notices of the agency on education, seminars and workshops, and the possibility to ask questions)
  • communicate more efficiently in the administrative procedures “Installation applications” and “Environmental protection permit applications”

Environmental noise is unwanted or harmful outdoor sound created by human activities, including noise emitted by means of transport – road traffic, rail traffic and air traffic – and by outdoor installations from sites of industrial activity, such as installations for which an environmental protection permit is required. Sources of environmental noise pollution are:

  • motorways, expressways, main roads I and II, regional roads I, II and III, and roads with more than one million vehicles a year
  • major railways and regional railways, including associated railway stations
  • airports and helicopter airfields
  • ports, warehouses or other open spaces for the transhipment of cargo
  • open parking areas with more than one million vehicles a year, excluding those in accordance with the regulation governing public roads, motorway sections, expressways, main roads I and II, or regional roads I, II and III
  • installations whose operation causes permanent or temporary environmental noise due to the performance of industrial, craft, production, service and similar activities, or production activity in agriculture or forestry. Such an installation may also be a structure for the exploitation or processing of mineral resources, a shooting range or test area for the removal of unexploded ordnance, a venue for sports or other public events, a vessel at anchor producing noise due to the performance of production or service activities, a catering or entertainment facility that uses sound devices and is located in an unenclosed or uncovered space, or an unenclosed or uncovered construction site or entertainment facility (e.g. a racetrack, roundabout or sports shooting range). A catering or entertainment facility for which an environmental protection permit is required on the basis of criteria set out in Article 15 of this regulation is also considered an installation, irrespective of whether the activity is carried out in enclosed and covered premises. industrial plants, if the territory where they are located contains one or more installations specified in the previous indent, which are sources of noise

A source of noise is therefore also a public event or public meeting where sound devices emitting noise are being used, when such an event or meeting takes place outdoors on open premises or on an open or uncovered surface of a facility or building.
In the field of noise, the Environmental Agency of the Republic of Slovenia conducts the following procedures:

  • issues environmental protection permits for the operation of sources of noise in accordance with Article 82 of the Environmental Protection Act (such permits are also issued in the event of sound devices being used at public meetings)
  • issues permits for a temporary excessive environmental burdening with noise in accordance with Article 94 of the Environmental Protection Act
  • issues authorisation for the implementation of initial measurements and operational monitoring in accordance with the Rules on initial measurements and operational monitoring of noise sources and on conditions for their implementation
  • keeps a list of commissioners for the implementation of initial measurements and operational monitoring of noise sources gathers and processes reports on initial measurements and operational monitoring of noise sources
