Environmental protection

Noise

Environmental noise is unwanted or harmful outdoor sound created by human activities, including noise emitted by means of transport - road traffic, rail traffic and air traffic - and from sites of industrial activity, such as those installations for which environmental protection permit is required.

Environmental noise source is:

  • motorway, high-speed road, main road I and II, regional road I, II and III, and road with more than one million vehicles per year
  • major railway and regional railway, including associated railway station
  • airport and helicopter airfield
  • port, warehouse or other open area for the transfer of cargo
  • open parking area with more than one million vehicles per year, excluding those which are in accordance with the regulation governing public roads, part of motorway, high-speed road, main road I and II or regional road I, II and III
  • installation whose operation causes permanent or temporary environmental noise due to industrial, craft, manufacturing, service and similar activities, or manufacturing activity in agriculture or forestry. Such an installation may also be a facility for the exploitation or processing of mineral resources, a shooting range or test area for unexploded ordnance removal, building for sports or other public events, anchored watercraft producing noise due to the manufacturing or service activities, restaurant or entertainment facility located in an unenclosed or uncovered space using sound devices, an unenclosed or uncovered construction site and entertainment facility (e.g. a racetrack, roundabout or sports shooting range). Restaurant or entertainment facility for which an environmental protection permit on the basis of legislation must be obtained, is also considered as an installation, irrespective of whether the activity is carried out in enclosed and covered premises of the building.
  • industrial plants, if there is one or more installations defined as noise sources specified in the previous indent, which are noise sources

Noise source is also a public event or public meeting where sound devices emitting noise are being used and when such an event or meeting takes place outdoors, on open space of the building or on an open or uncovered surface of a facility or building.

In the field of noise, the Environmental Agency of the Republic of Slovenia performs the following activities:

  • issues environmental protection permits for the operation of noise sources in accordance with Article 82 of the Environmental Protection Act
  • issues permits for a temporary excessive environmental noise pollution in accordance with Article 94 of the Environmental Protection Act
  • issues permits for a temporary excessive environmental noise pollution in accordance with Article 94 of the Environmental Protection Act when sound devices are used at public meetings
  • issues authorisations for carrying out initial measurements and operational monitoring in accordance with the Rules on initial measurements and operational monitoring of noise sources and on conditions for their implementation
  • keeps a list of commissioners for the implementation of initial measurements and operational monitoring of noise sources
  • gathers and processes reports on initial measurements and operational monitoring of noise sources
